Transaction between chains

On page 8 of the whitepaper, it is stated that "A further benefit of supporting multiple blockchains is the ability for a server to create connections between the activity in different chains. For example, an institution may want the arrival of funds on one blockchain to trigger a corresponding transfer of funds on another."

Do this imply a mechanism for transactions to interact across different chains? Or is this handled by offchain logic?

Transactions between chains are handled by off-chain logic. However you may find this technique to be of interest, as a way to make transactions in multiple chains dependent on each other:
