how can i create an asset but not issue.

I want to create an asset proposal including asset price,merchant profit etc. once this asset proposal gets verified by internal team then internal team will issue this asset

Well, there are various ways of doing this. For example, you could put the proposals in a stream and the other team could monitor that stream's contents.
