What I 've experienced so far, if a node goes into a state where it's unresponsive to any commands, that node is no longer visible in the getpeerinfo of other nodes.

There is no built-in functionality for this, but it would be fairly easy to have a stream in which nodes publish a 'heartbeat' to show they are still alive.
