How to make the mining in the rotation . when I use anyone-can-mine = true?

Can you send me some demo params.dat?

If you set anyone-can-mine=true then mining rotation cannot be enforced, because anyone is allowed to mine any block at any time. You should please find another way to achieve what you want without opening mining to all users.
