Like dogecoin address start whit DXXXX..... or Litecoin address LXXXXX....

Yes, when creating a blockchain, you can set the address-pubkeyhash-version parameter to a 2-digit hexadecimal value matching the version byte used by Litecoin or Dogecoin (assuming they use the same addressing scheme as bitcoin).

Can you give me example address-pubkeyhash-version value if i want set fisrt character is "A" ?

See the table at the link below - you want the address-pubkeyhash-version to begin with decimal 23 which is 17 in hex.
