How do i perform hardfork on already created multichain?

For example, i wanted to change the targetblocktime from 10minutes to 1minutes
What is required for me to do that, of course majority of the nodes will need to agree with the hardfork.

It's not currently possible to change a blockchain's parameters after it is up and running. This is an issue we plan to address in the next major release (i.e. post 1.0 release).
