Hello, I have read each articles abouts the streams, but can't answer these question. Can a stream be regarded as a kind of transaction stored in blocks? If so, are open streams stored in blockain? Thanks in advance!

Yes, everything that happens relating a stream (creating it, managing its permissions, writing to it) takes place in a blockchain transaction. Why not go through the tutorial and try them out?
