I'm afraid it's not possible to create blocks on a chain without being connected to that chain. It's possible for network connections to be lost, in which case a miner (depending on the chain's settings) can continue mining on their own. Then when the network is reconnected, it's possible that these blocks will become the network consensus. But this is not guaranteed, and again it depends on the chain's settings and permissions.
