You can certainly embed information in one chain, which is based on information obtained by another, because you can use metadata to embed any information that you like.
But this is more like two separate databases which have some information in common, rather than two tables in the same database which are directly related to each other.
As a characteristic of blockchains in general, there is no straightforward way to directly connect chains together, i.e. to make what happens in one directly dependent on what happens in another.
