Does difficulty adjustment work when anyone-can-mine=false and target-adjust-freq > 0 ?

if I set anyone-can-mine=false and target-adjust-freq > 0 ; does difficulty adjustment work to keep target block time ?

Yes, but it is an unusual choice to make, because generally if anyone-can-mine=false then your decentralization is provided by mining diversity, so why make each miner do proof-of-work as well?
