What is Issue Recipient Address?

When I issue an asset and tried to view the asset in multichain explorer, i see two below addresses. Node address is first one.

Issuer Address 1VNxv4QtVDjrQDVvRkwXaEr2UNZqXhHLJWBAEe
Issue Recipient Address 1AbCpp2oovUUCC9UgsySRp6Absrpfmfh2ehKeS

What is the Issue Recipient Address? Who creates it?

It is the address to which the issued asset units were sent. This does not have to be the same address as the issuer.
