There could be a number of causes for this. If there are other block validators, check that enough of them are online and connected to the network, for the mining-diversity blockchain parameter. If there is only one block validator and it is not connected to any other nodes, it will stop at the end of the setup period if mining-requires-peers is true and the end of the setup period has been reached.
