Can I run the Open Assets colored coin protocol over a MultiChain blockchain?

Yes, you can do this - see instructions here:

http://www.multichain.com/developers/using-open-assets/

You will get the advantages of using a private blockchain, but not the full benefit of using the blockchain's native assets.
